Was is the law regarding a previous employer not giving a recommendation to a prospective employer?

Your previous employer is lying or misinformed or trying to spare your feelings there is no Idaho law preventing someone from giving a recommendation, and a previous employer may provide one if the employer chooses.
However, the law also does not require employers to give recommendations it is purely voluntary on their part. If the employer does not wish to give a recommendation, it does not have to, and may choose to claim that it cannot legally give a recommendation rather than admit the real reason, which might be that the manager/supervisor does not like you, does not remember you well enough to do this, does not want to be bothered, and/or that they though you were a bad employee and so cannot in good conscience give you  positive recommendation.
