If while my bike was parked on the sidewalk the kickstand gave way and fell against a parked car, do I have the right to have a repair shop of my choosing also provide an estimate?
The handlebar scratched the car. I left a note and the owner contacted me later on that day. We agreed that she would take the car into a repair shop to get an estimate and then go from there. I do not have any insurance on my bike.

Unfotunately for you, you do not have the right to choose the company that will repair the vehicle that your bicycle damages. I would work with the owner of the vehicle that was damaged in order to get a fair estimate for its repair.
