I heard that we need to apply for a job visa on april, is that true? and for a green card a professional one do I need to apply in a specific month or I can apply wherever month of the year?

Yes for the H-1B, there is an annual cap for that and because it runs out very quickly, there is a lottery for the cap H-1B in the first week of April. If you do not apply then, you have to wait until the following year April to apply to try to get into the lottery. For the green card process, there is no such cap and it can be filed at any time of the year.
