If it's a fixed structure--so not a workshop in a trailer or the like--then it becomes part of the property on which it was built; that is, it will be your sister's, since it is on her land. However tools or materials in it, like saws, sanders, wood, etc., as well as furniture in that is not affixed to the walls (e.g. standalone shelving, not attached shelves; a workbench) will be part of his estate and should be distributed with the rest of his estate.
