If while riding my bicycle on a rural road a dog ran in front of me and caused me to wreck and injure myself, is the dog owner liable for any of my medical or loss wages?

I received a broken collerbone that requires surgery.

The dog owner is liable if he or she were negligent, or unreasonably careless, in how he or she supervised his or her dog or kept it locked up that is, liability in person injury cases depends on fault, or doing something wrong.
