Generally speaking, yes. A landlord is not required to renew any tenant's lease. He's not even required to give you an option to renew. This answer may be different depending on the actual terms of the lease or any representations the landlord may have made regarding renewing your lease.
If your landlord put somone in your unit before your lease ended, that's a different matter.
Also, there may be notice issues if your lease had ended and you were paying rent month-to-month.
