The landlord told us we would have no sewer or water in 2 days. What are our rights?

Those are services that you can not live with out and that breach the warranty of habitability.  You need to go to court and ask for an expedited hearing and ask the court to allow you to pay your rent in to court until such time as the problem is fixed.  A lawyer may also be a really good idea to get an injunction. Good luck.
