What can we do if the new owner of our strip mall is remodeling but took the street sign down 3 weeks ago and since our business has dropped by 1/2 to 2/3?

You can't necessarily do anything, unless your lease or other contract with them requires them to leave the street sign up or otherwise provide adequate signage; if it does, you should be able to enforce that contractual provision. However, in the absence of any enforceable contract,  they would have the right to take down the sign while remodeling.
