If you and she owned the property as "tenants in common", as is likely (it's a common way for non-spouses to jointly own property), then yes, she can do this. Her share of the property is *her* share; it is her property. She does not need to notify you any more than she would have to notify you of the sale of her car or jewelry, etc. The transfer has to be registered/recorded, so it is public knowledge, but she does not need to specifically tell you.
