A storm dropped a limb from my tree in my neighbors yard. Who is responsible for picking up the debris? The tree was maintained. I am in Kansas.

If the limb fell off as a result of a storm (as oppossed to falling from a dead/dying tree), then you are not responsible for picking up the debris. If your neighbor's house, garage, etc., was damaged as a result, then they can put a claim in with their homeowners' insurer, some insurance companies will cover the cost of clean-up even without any property damage.
