If your roommate brought a dog to the apartment that you both are renting and the animal caused damage to the carpet resulting in unexpected charges to you and your roommate by the landlord, you can bring a small claims action (most likely) against you roommate for the costs of repair that you had to incur.
The rationale is that you roommate took it upon herself to bring a dog into your home. Under the eyes of the law she is responsible for all damages that result from her own actions with this animal. Before you actually bring an action against your roommate, you should try and work things out where she voluntarily pays you your share of the new carpet that you had to pay.
