Unfortunately, it is legal. Employers are not required to give employees any vacation time at all. Since it is completely voluntary for them to give vacation time, the law lets them set whatever rules they want about it--including that it can only be used in minimum half-day (4 hour increments), even if the employee used or needed less time than that.
