California Penal Code 851.8 provides for just this very thing in a situation such as yours. Since chargs were filed but later dismissed, you can petition the court to have your crimnal record cleared of this arrest.

You can also directly contact a criminal law attorney in the area of where your arrest occurred. They can assist you further.
