Would the city be responsible to pay to move a city water line going through our property so we can build?

We are looking to build a custom home and just found out the city has a waterline going right through our property. It has to be moved in order to build. Who would be responsible to pay for this?

You would be responsible: the waterline evidently pre-dates your ownership of the land, which means you bought the land with the waterline there. You cannot make them pay the costs to move something which was there prior to acquisition of the land.
