It is not illegal per se for a almost 16 year old girl to be dating a man who just turned 18 who is an adult. However, there could be some ramifications if the dating situation becomes a bit more intimate with respect to the 18 year old.
The reason is that most states have laws prohibiting intimacy between adults and minors as in your case known as "stautory rape". The rationale is that a minor does not have the capacity to engage in such an act voluntarily with an adult.
Statutory rape is a criminal offense. It makes no difference if one set of parents approve of the dating situation and the other set of parents does not. Possibly criminal charges could be brought against the 18 year adult by law enforcement.
