No, all employment is employment at will. One element of that is that employers have full discretion over whom to hire, how (i.e. as part time or full time; as "temporary" or permanent), and when. An employer may maintain someone as a "temporary" employee forever, and that is legal. Some employers may voluntarily have their own internal policies of making temporary employees permanent or full time after some period of time, but that is their choice; the law does not make them due that.
