Under the laws of all states in this country so long as you have given reasonable notice to your tenants to enter the unit you own you can enter it and change its locks giving the tenants copies of the new key. Given the problem you have with these tenants, it would be wise to consult with a landlord tenant attorney to be on the safe side.
