They would only potentially be liable if they had been negligent in some way, such as by operating a vehicle if they had started having heart attack symptoms before beginning to operate it, or if the heart attack came on because they were not taking medicines prescribed to forstall one. But if they were not negligent--the heart attack just happened--then they are not liable, and you will have to look  to you own insurnace (if any) for compensation.
