She ran my dog over while speeding and
running a stop sign. She did not even
attempt to swerve even thought two
people where yelling for her to stop
and she never did stop can I sue her

Yes, you can sue her, but only for the economic loss(es) you suffer: the vet bills, if you took your dog to a vet; the cost of the dog, if it could not be saved. There is no "pain and suffering: recovery for a pet, the way there would be with a human injury or wrongful death. (If the animal was a valuable show dog or breeder, you could recover something for the lost prize money and/or breeding fees and/or value of its puppies.)
