Generally, the reesponsible parties are the driver of the vehicle and the owner of the vehicle. When the driver of the vehicle and the owner of the vehicle are not the same person, the ultimate liability falls on the owner of the vehilce. Hopefully there is auto insurance involved in this situation. The owner's auto insurance should cover any damages caused by the vehicle.
