If I am paying for trash services but I did not sign anything stating that I had to pay, should I keep paying the trash bill?
Neither the application for water/electric states that I have to pay for trash services, nor does the rental agreement with my apartment complex.

If you are paying the bill for the trash, form whom is it coming from? The trash company or the apartment complex?
If the bill is coming from the apartment complex and your lease does not state that you are obligated for this charge, I would write the property manager a letter to this effect stating the reasons why you do not believe that you should pay for the monthly fee for the trash and see what the response is.
If the bill is from the garbage company, you need to carefully read your lease to see if the landlord is responsible for the garbage fee. If the lease does not say he or she is, then you are responsible for the monthly garbage fee.
