Looking for grandfather’s location of burial and last lead to his existance is per 1940 census he was commited to the state hospital as early as 1935.

In order to be appointed as the Personal Representative of an estate you must file a petition in the county in which the decedent resided at the time of their death. That would be their legal residence. You are going to have to figure out where that was given the situation. Good luck.
