Yes, this should not be a problem. You can volunteer on an H-4. You may also attend courses or school. You should be careful not to receive any form of payment or be listed as an employee within the organization.

You can volunteer in H-4 status but it has to be true volunteer work and not simply work without pay for the type of services for which one would typically expect payment. So, volunteering in a local hospital, shelter, food bank would qualify. Volunteering your services in any skillful capacity for which you are trained or in which you have worked before would not.
