Can a person legally move out at 18?

And can the parents stop their child (via police) from dating a person, even if they are 18?

When you turn 18, you have the right to move out and start your own life, and your parents can't stop you from doing so. (Note: they would be able to kick you out after you're 18, if you wanted to stay but they didn't want you.) As part of that, you may date anyone you like at that time, subject only to the same general laws that obligate everyone (i.e. no dating someone who is underage). While moving out is clearly a large step that you want to consider carefully before doing, you have the right to do so if you like. Indeed, at age 18 you can vote, sign enforceable contracts, own real estate and other property . . . pretty much everything you might need to do other than legally buy alcohal. Good luck.
