Can a business tell you a starting pay actually paying u less?

I have paperwork stating that I would be making $9.50 hour but have only been paid $9.00 for the duration of my employment.

Yes, it is legal UNLESS the "paperwork" to which you refer is an actual written employment contract for a set or defined period of time (e.g. a one-year, two-year, five-year, etc. contract) which is not yet expired and which locks in or guarantees your rate for that period of time. Otherwise, in the absence of such a contract, your employer can change your pay at will, so they can tell you that you'll earn $X, but then decide to pay you $Y. That is part of "employment at will": you don't have a right to a job, and so no right to a certain pay, unless you have a written contract for a defined period fo time.
