My boyfriend works in a garage
that the owner keeps his dogs in
at night then he works in there

It is not illegal, if that is what you are asking: people often work around animal waste (e.g. dog walkers, groomers, vet technicians, stable hands, etc.). There would be no grounds for legal action in this case. Whether your boyfriend should keep working there or should seek a different job is, however, a different story.
