He keeps giving me excuse after excuse as to why he can’t come. It’s been 10 weeks.

On the assumption that you have a written agreement and/or evidence of a verbal agreement, the you will simply want to file a court action in your local Small Claims Court. As you might imagine with some service providers, they either "over commit" to jobs or simply not motivated after getting paid the money...so you will want to capture his/her attention by have them served with court papers to show up in court
