Would small claims work in my favor over damage to my bumper?

I have only liability insurance. The other driver already received payment from my insurance company. I want to sue for damage to my vehicle. Small claims seems a bit tricky though as you seem to need a witness in my state not just an affidavit of what they said.

Since the other driver received payment from your insurance company, this indicates that you were at fault in the accident.
If that is the case, you won't be able to receive compensation for the property damage (cost of repairs) to your car whether or not you file a lawsuit.
