My mother in law just passed She had a will naming
my husband and his step sister has equal
beneficiaries. The bank accounts only have my
husband as the TOD. What do we do?

The bank accounts go directly to your husband and are his solely: TOD accounts become the property of the TOD beneficiary on the death of the account holder. They do not become part of the deceased's estate and are not subject to a will.
