Disability is income replacement for a person being not able to work--the disability payments stand in for at least part of the income he'd otherwise be able to earn. When he passes away, he cannot earn income anymore and does not need income replacement; therefore, his heirs do not receive his disability. Disability is personal to the individual; it is not inheritable.
