Who is responsible for disposing of tree branches cut by a neighbor.

My neighbor regularly trims tree branches from trees across her property line
and throws the trimmings back over onto my property and other neighbors. I
understand she has a legal right to trim the trees, but is it allowable for her to
throw the branches back into the tree owners’ yard?

So generally speaking, she is entitled to trim only that portion of the tree that hangs over HER property line.  Not yours or someone elses. And she needs to clean up those on her side of the line.  She should not be throwing them over your fence.
