Who is liable if a car was sole but not re-registered?

My son sold a car. It was a witnessed sale. He never got a bill of sale. He has documentation that plates and insurance were transferred to another vehicle. The new owner never re-registered it. He rented the car to a woman who had an accident.

If your son sold his car to a third person and failed to advise the department of motor vehicles in the state where he resides of the sale and to do the transfer of registration where an accident resulted with the new owner through a rental, he should not be liable for any damages. He does need to advise his insurance carrier of the situation and the sale.
