Where does property go when their are no legal heirs?
My aunt died in a institution and had no legal heirs due to giving her children
up for adoption. If she had any person items, where would they go? We are looking
for pictures or letters, not money or anything valuable.

You are an heir: you are a neice or nephew, since she is your aunt. When there is no closer relative (no child or grandchildren, no spouse, no surviving parents, and no surviving siblings--we are assuming there were no surviving siblings, since don't mention therm), a neice or nephew will inherit. So these will go to you and other other neicesor nephews.
