I filed 7 years ago before the laws changed. When can I re-file?

I will assume that you want to file another Chapter 7, and not a Chapter 13. That being the case, the rules is that a debtor cannot obtain a discharge in a Chapter 7 case if the debtor obtained a discharge in a Chapter 7 case filed within the past 8 years. The time period is measured from the filing date and not the date of discharge.
