It's very hard to say. This might be a reference to the person's eleventh violation of probation or the eleventh item on a list of things that the person did to violate probation.
Under the regulations of the Missouri State Board of Probation and Parole, there are eight standard conditions of any release on probation or parole, plus a ninth condition for "Special Conditions," anything specific to the particular person. It's possible that the person's parole listed several special conditions separately, as numbers 9, 10 and 11 (and perhaps more), in which case the "violation #11" might be of condition number 11.
Reading the notice of violation, perhaps together with the original probation conditions, should make this a little more clear.
