I am so sorry for your loss. A Citation in general is a notification of something by the court, usually of notice of a proceding. In this case - for probate - the signing of a waiver would mean that you do not want to have notice of what ever the proceeding is, usually the appointment of the fiduciary - executor or executrix. If you have any concerns here then you need to take the document to an attorney to review on your behalf. Good luck.
