What do I do if I have found an infestation of bed bugs but the manager is not willing to work with me in giving me a temporary apartment?
These bugs have left bite marks all over my 2 year old.

The landlord is not obligated to give you a temporary apartment, unfortunately; their obligation is to bring in exterminators, etc. as soon as reasonably or practically possible (which may not be immediately; e.g. the exterminator may be "booked up" and have a free appointment right away) and deal with the infestation, but does not need to rehouse you while dealing with it.
