What can my cousin do to renter the US after a 2 year absence if she has no documentation other than her birth certificate?

My cousin is stuck in Mexico without any form of documentation that identifies her as a US citizen except for her birth certificate. Since she is an adult she wants to return to the US to continue studying and live the rest of her life here.

Tell her to take her birth certificate and go to the nearest U.S. consulate to apply for a passport.  She'll be able to get back in with a passport.

She should probably call the consulate before going to find out what other documents she might need for the passport application.
