What can I do if a truck slammed his breaks at a green light causing me to hit him and no visual damage was done to his vehicle and he was clearly unharmed?

Now the court says I owe $7000 in medical expenses 3 years later?

You remedy was to contest the matter in court and prevail.  If you did not prevail, the case must be reviewed to determine if there is any viable appeal.  It is much more difficult to remediate the situation after the court case has concluded.  you should always retain counsel in such matters.
