What can I do if multiple private property owners have re-routed the output of 4 publicly owned street storm drains into my property?

The last few years I noticed an increased amount of water on my property. After some research my 1 property line has 5 homes with rear lot lines deeded to drainage ditches.

You can bring an action for "nuisance" nuisance is when among other things property owners do something which diverts waste or other problems from their property onto another's property. In the nuisance action, you can recover monetary compensation and/or get a court order requiring that the nuisane be abated or remediated.
