What can I do if I know someone who has a child and the child’s living conditions are not ok?

It smells awful and is infested with fleas.

If you have concerns for any child, then you can file a confidential complaint with your state's children's protection agency.  Here is a link to a site that includes a 1-800 number for reporting issues just like these:  http://www.mass.gov/eohhs/consumer/family-services/child-abuse-neglect/.  Another option is to contact your local law enforcment and ask them to conduct a child welfare check on the children-- from there, they can also contact CPS.  Most people usually use the 1-800 number though to maintain confidentiality of their identity.
