What can a person do if their sister doesn’t want to work and support her kids and won’t pay the bills??

The sister has a 2 month old baby and a 5 year old daughter. She refuses to move out.

If the sister is a tenant that has been consistently living in your home, you may have to file an eviction proceeding against her.  Most JP courts have forms that you can use to begin the eviction process.  Sometimes, just the service of the suit is enough to motivate the tenant that the owner is serious about accountability... namely the payment of bills.  If the issues are more serious than non-payment of bills, then you may also need to call CPS to insure that the children are cared for financially and physically.
