The penalty in MD if you are 18 to 21 is a fine up to $500. For a repeat offender, the maximum fine is $1000. 
Whether it is a first or repeat offense, the court notifies the Motor Vehicle Administration.
If you are under 18, this is juvenile delinquency, and the penalty is counseling, community service and fines.
It is advisable to be represented by an attorney.
