What are options for dealing with a past employer that is withholding information?

My son is trying to get his former
employer to fill out paperwork to
receive emergency benefits as I am
disabled and he is still on my
case the employer is refusing to
fill out the paperwork correctly
and completely which is preventing
us from receiving our food
benefits what are our options?

You don't have any options for force the employer to do this: the law does not require your son's former employer to fill out paperwork for you so you can get benefits. Legally, your benefits are your concern, not the employer's, and the employer has no obligation to you in this regard. You will have to work with the agency providing benefits to find some other way to satisfy their requirements.
