Is a dealership able to change the terms of a care lease after it’s been signed?

We signed a lease agreement on the 6th of this month with terms of 36 month 15000 miles a year. On the 22nd we received a new agreement to sign, initially they said we needed to resign due to items not lining up, then they changed the story to items not lining up and the mileage was to be 10,000 not 15,000 a year. Do we have to resign the lease agreement?

No, you do not have to re-sign the agreement. Once two parties enter into a written contract, neither party can change its terms without the consent (agreement) of the other, and neither one can force the other to change the terms or enter into a new, revised, amended, or superceding agreement. They can, of course, offer you an incentive to make it worth your while; and if worthwhile, you are free to sign the new or revised agreement.
