Having roaches violates what is known as the warranty of habitability which is part of every lease agreement.  What you need to do at this point is to go to court and start an action for the breach of the warranty.  Ask the court to allow you to pay you rent in to court until the issue is resolved.  The court will then monitor the matter and if it does not resolve may let you out of your lease. And make sure that when they are spraying they spray with non-toxic spray because of the children.  Good luck.
