If we bought a used car that is not running properly and ur mechanic said the check engine light on the car has been disabled, would this constitute fraud?
We wonder who disabled the check engine light as the car had multiple owners. The dealer had the car for about 5 months. Since the check engine light was disabled when we test drove the car, we had no idea that the car had an issue. It will run fine for a few minutes and then it won’t accelerate.

Whether or not there was fraud by the seller in not disclosing that the "check engine light" on the car that you bought had been disabled before you bought it depends upon if the seller disabled the "check engine light" or knew that it had been disabled before the car was sold and did not disclose it to you.
The key is proving that the seller did the disabling or knew about it before the purchase.
