In FL, there are no laws requiring employers to provide employees with vacation benefits, either paid or unpaid. This includes whether an employer must pay a worker accrued vacation leave upon separation from employment. Accordingly, employers are free to establish the vacation leave policy as they choose. That having beens said, an employer would be required to comply with the terms of a valid employment contract/union agreement that contains vacation leave provisions.
