to sue my neighbor for bringing down my property value
have neighbors on both sides of me who will not maintain there property. can I sue them for property damage for bringing down my property value?

No, you may not. There is no cause of action or legal claim for "bringing down property value" for someone not maintaining their property. A person may do--or not do (i.e. not mow, not clean up, not do maintenance)--anything he or she likes on his or her property, so long as that thing is not itself illegal--and there's nothing inherently illegal about not keeping up your property).
You only recourse may be to look into municipal and/or county zoning, health, and building ordinances and code: if the neighbor is violating any of the rules or regulations, you could contact the appropriate agency and complain.
