If you are simply running a business out of your home (a home based business) where you you will have no employees and no customers coming and going to your home at all hours of the day, you do not need a license or permit most likely.

The issue comes up when there are many people coming and going to one's home for a business purpose interfering with parking in your neighborbood and causing a disturbance for your neighbors. If most of your business is through the internet, I do not see the need for a permit or a license for you. I would check your municipality's ordinances on the subject to be safe.
